ROLE SUMMARY
The Project HSE (Health, Safety & Environment) Manager will oversee the health, safety, and
environmental management for a high-voltage (132kV) subsea cable installation, including HDD drilling, nearshore, and landfall activities in the EPCI (Engineering, Procurement, Construction, and Installation) oil and gas sector. The role requires managing consortium partners and subcontractors to ensure compliance with HSE standards across all activities. The HSE Manager will be responsible for conducting risk assessments such as HAZID (Hazard Identification) and ensuring emergency readiness and response plans are in place. Experience in security management and operations in Saudi Arabia is essential.
RESPONSIBILITIES
Lead and implement HSE policies and procedures for 132kV subsea cable installation
projects, including HDD, nearshore, and landfall activities.
• Manage and coordinate HSE responsibilities with consortium partners and
subcontractors to ensure alignment on safety standards and practices.
• Conduct risk assessments, including HAZID, HAZOP (Hazard and Operability Study), and
other risk management processes, and ensure mitigation measures are in place.
• Ensure compliance with international, local, and company-specific HSE regulations,
particularly in Saudi Arabia.
• Oversee emergency readiness and response plans, including drills and simulations for
offshore and onshore activities.
• Lead safety audits and inspections to ensure adherence to safety protocols and manage
high-risk activities.
• Monitor and manage security operations, especially in remote and high-risk areas,
ensuring personnel and asset safety.
• Act as the main point of contact for client HSE representatives, regulatory authorities,
and consortium partners on safety and security matters.
• Ensure environmental protection during subsea cable installation, particularly in
nearshore and landfall areas.
• Oversee safety training and toolbox talks for all personnel, including subcontractors.
• Report on HSE performance, incidents, and KPIs to project leadership and client
representatives.
QUALIFICATIONS
Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering,
or a related field (Master’s Degree preferred).
• NEBOSH International General Certificate or equivalent certification in occupational
safety.
• Offshore safety certifications, including BOSIET (Basic Offshore Safety Induction and
Emergency Training).
ISO 45001 Lead Auditor certification or equivalent.
• Additional certifications in risk management (e.g., HAZID, HAZOP), HV (High Voltage)
safety, or environmental management are advantageous.
• Experience in security management, particularly in offshore and onshore environments.
